In 2021, the City of Stamford and Stamford Public Schools prepared a grant application and Feasibility Study with a consultant team at JCJ Architecture. As part of the effort, the Board of Education approved an Educational Specification, a narrative document that outlines space planning to achieve the District's educational goals in the new school consisting of the design and construction of approximately 459,893 square feet. The proposed work will incorporate low maintenance requirements, invest in economical construction methods utilizing readily available materials, be aesthetically compatible with the surrounding environment, and meet or surpass LEED Silver Certification's environmental goal.

In 2022, The City of Stamford was the recipient of State of Connecticut grant funding to construct a new high school on the current 32-acre site at Westhill High School. The existing school will remain in operation during the construction of the new building. The new construction is targeting occupancy in the school year 2028.

In 2023, Collier's Project Leaders was retained by the City to facilitate project budgeting, design review, coordination, and monitoring. The City has retained architects The S/L/A/M Collaborative and Amenta Emma to lead the design from Concept Design through Construction.
